January 15, 2025 ~ Houston Mayor Rescinds Hybrid-Telework Program, All City Employees to Return to Office Workstations
In a recent memo sent to all departmental directors, Mayor John Whitmire announced the rescission of the City's administrative policy, A.P. 3-36, also known as the "Hybrid-Telework Program." This decision will require all City of Houston employees to transition back to their assigned offices full-time beginning Monday, Feb. 1, 2025.
According to Mayor Whitmire, this policy change will impact approximately 1,600 out of the 22,000 workers employed by the city. The hybrid and work-from-home schedules were initially implemented during the COVID-19 pandemic as a safety measure for employees while ensuring that municipal operations continued smoothly.

However, with the situation improving and restrictions being lifted, Mayor Whitmire believes it is time for all employees to return to their office workstations. In his statement, he emphasized the importance of collaboration and teamwork in delivering efficient services and prioritizing the needs of Houston's constituents.
"We are all public servants, and each employee plays a vital role in ensuring our municipal government operates effectively," said Mayor Whitmire. "The best way to serve the public is by working together in the office."
The mayor also highlighted that in-person collaboration fosters innovation and accountability and aligns with his vision and priorities for serving Houstonians. He expressed his administration's commitment to eliminating waste, fraud, duplication, and corruption through teamwork.
This decision affects a small percentage of city employees who were part of the hybrid or work-from-home program. However, it marks a significant step towards returning to normalcy and working towards achieving the mayor's goals for Houston.
