~ In a recent announcement, Governor Greg Abbott has named Stephanie Muth as the new Executive Commissioner for Texas Health and Human Services (HHS). Muth will officially take on this role on January 3, 2026, upon the retirement of the current HHS Commissioner. Her term is set to expire on February 1, 2027.
Muth brings with her over 25 years of experience working in state government and at the Texas Health and Human Services Commission (HHSC). She has held various senior executive positions at HHSC, including Chief of Staff to the Executive Commissioner, State Medicaid Director, Deputy Executive Commissioner for the Transformation Division, Deputy Executive Commissioner for the Office of Social Services, and Associate Commissioner for Consumer and External Affairs.
Governor Abbott praised Muth as a dedicated public servant who has proven herself during her time as Commissioner of the Texas Department of Family and Protective Services. He expressed confidence in her ability to continue executing the critical mission of HHSC and ensuring the long-term success of essential health programs in the state.

Muth is no stranger to health and human services policy, design, and operations. She currently serves as principal of Stephanie Muth Consulting and is a senior fellow with Meadow's Mental Health Policy Institute. Prior to this, she served as Commissioner of the Department of Family and Protective Services. With over 25 years in Texas state government, including roles in both the legislature and executive branch, Muth brings a wealth of knowledge and experience to her new position.
During her career at HHSC, Muth has been instrumental in modernizing the Texas eligibility system and overseeing a large-scale reorganization of health and human service programs. As State Medicaid Director, she was responsible for managing both operational and policy aspects of a healthcare delivery system that serves over four million Texans.
Muth holds a Bachelor of Arts in Political Science from the University of Florida and a Master of Public Affairs from The University of Texas at Austin's LBJ School of Public Affairs. With her extensive background and expertise in health and human services, Muth is well-equipped to lead HHSC with integrity and ensure that Texans receive the high-quality care and support they need to thrive.
