~ In a recent press release, Governor Greg Abbott of Texas announced his directive to the Texas Department of Public Safety (DPS) to strictly enforce the English language proficiency requirements set by the Federal Motor Carrier Safety Administration regulations. The governor emphasized the crucial role that truckers play in the state's economy and their responsibility in keeping highways safe.

"Every commercial driver license operator on Texas roadways must be able to communicate clearly in English," stated Governor Abbott. He stressed that this is necessary for compliance with traffic laws, following safety directions, and preventing accidents. To ensure this, he has directed DPS to implement a zero-tolerance approach towards enforcing these federal safety regulations for all drivers, whether they are operating across state lines or within Texas.

As per the governor's directive, DPS' Commercial Vehicle Enforcement Troopers and inspectors will conduct English Language Proficiency reviews for all commercial license operators on Texas roadways. These evaluations are a critical measure to ensure drivers possess the necessary communication skills for roadway safety and compliance with federal regulations.

The need for strict enforcement of English proficiency requirements was highlighted by President Donald Trump's executive order on June 25, 2025. Since then, DPS and partner agencies have taken enforcement action against approximately 445 commercial vehicle drivers in Texas for English proficiency violations. Out of these, about 28 held Texas licenses while approximately 336 were licensed in Mexico. The remaining drivers were licensed in other states and countries.

Governor Abbott has also directed DPS to stop issuing intrastate commercial driver licenses to those who cannot speak English sufficiently to communicate with department personnel. This move aims to further ensure the safety of Texans while keeping the state's economy moving forward.

The governor's directive serves as a reminder of the importance of clear communication on the roads and highlights the government's commitment towards ensuring highway safety for all Texans.
