It has been reported that many absentee Texas House Democrats have solicited or received funds in order to avoid their legislative duties. This behavior may be in violation of the Texas Penal Code, which states that any individual who solicits or accepts funds in exchange for skipping a vote or aiding in the violation of legislative duties may be guilty of bribery.

Governor Abbott also made it clear that the investigation will not only focus on the Democrats themselves but also on anyone who may have aided or abetted them in these potential crimes. He stated that "that investigation should extend to anyone who aided or abetted such potential crimes."
