Arthur Mann of Hillsboro has been a gubernatorial appointee on the Commission since 2018. He brings a wealth of experience to the role, having previously served as an administrator of the Hillsboro Economic Development Corporation. Mann is also actively involved in his community as a board member of the Hill County Go Texas Scholarship Committee and a member of various organizations such as the Texas Economic Development Council and Covington United Methodist Church. He holds a Bachelor of Science in Journalism from Sam Houston State University.

Darryl Tocker of Austin is another gubernatorial appointee on the Commission since 2018. As executive director of the Tocker Foundation, which supports rural public libraries, he has been instrumental in promoting access to education for all Texans. Tocker is also an active member of several organizations such as the American Library Association, Texas Library Association, Philanthropy Southwest, and serves on the boards of the Texas Book Festival and The University of Texas at Austin (UT) School of Information. He received his Bachelor of Business Administration in Accounting from UT Austin.
