~ After almost four decades of dedicated service to the state of Texas, Cecile Erwin Young will be retiring as Executive Commissioner of Texas Health and Human Services (HHS) on January 2, 2026. Governor Greg Abbott issued a statement today expressing his gratitude for Commissioner Young's selfless commitment to improving the health and well-being of Texans.
In his statement, Governor Abbott praised Commissioner Young's leadership and integrity, stating that she leaves behind a remarkable legacy. He thanked her for her exceptional service to the state and generations of Texans. During her time as Executive Commissioner, Young played a crucial role in stabilizing the operations and workforce of HHS. She also worked towards increasing transparency and reforming the regulatory framework of the Texas Health and Human Services Commission (HHSC). Under her leadership, HHSC secured a 10-year federal Medicaid 1115 Transformation Waiver extension and strengthened the state's healthcare safety net through the redesign of payment programs.
Commissioner Young also oversaw significant improvements in maternal health, implemented an artificial intelligence policy, and directed the expansion, renovation, and construction of 11 state psychiatric hospitals. She also overhauled the Medicaid managed care procurement process.
Governor Abbott will announce a replacement for Commissioner Young at a later date. In the meantime, he has expressed his confidence that HHS will continue to serve Texans with dedication under Commissioner Young's leadership until her retirement in 2026.
