Efficiency, Prioritization and Common ~ Houston City Council has approved Mayor Whitmire's Fiscal Year 2026 budget with a vote of 14-3, setting the city on a path towards a stronger financial future. The $7 billion budget, which reflects a reset in how City Hall operates, was proposed by the administration after a year of preparation and transparency about the city's significant budget challenges.
The approved budget includes strategic cuts of $122 million without any reduction in city services, as well as pay raises for police, fire, and municipal employees. It also includes unprecedented investments in public safety and $184 million dedicated to streets and drainage improvements. Additionally, there will be a $12 million boost to the Budget Stabilization Fund.
This budget is guided by the EY Efficiency Study, which helped realign operations, tighten spending, and make tough but necessary choices. According to Mayor Whitmire, this has resulted in a budget that not only puts Houston on stronger financial footing but also delivers real improvements for underserved communities.

In response to critics who may find fault with the budget, Mayor Whitmire stated that it is easy to be a critic and politicize the budget but he is proud of it. He also mentioned that despite being told they couldn't balance it by political critics, they ignored them and moved forward. However, he acknowledges that there is still work to be done and plans to engage with Houstonians about what type of city they want to live in going forward.
