August 2, 2024 ~ Houston, TX - In a press conference held today, Mayor John Whitmire announced the appointment of J. Noe Diaz as the new Chief of Police for the Houston Police Department. Diaz, a former Texas Ranger, will be taking over the position from Acting Chief Larry J. Satterwhite.
Diaz brings with him a wealth of experience in law enforcement, having served as the Chief of Police for the Katy Police Department since March 2019. He has spent his entire professional career in various law enforcement positions and has gained the respect of his colleagues and community through his dedication and hard work.
His journey in law enforcement began in 1987 when he joined the Texas Department of Criminal Justice as a correctional officer. After seven years in this role, Diaz completed the University of Houston-Downtown Police Academy and joined the Harris County Constable Precinct Five Office. In 1996, he was selected to attend DPS Academy A-96 by the Texas Department of Public Safety and was then assigned to the Katy Highway Patrol Office as a DPS Trooper.
Mayor Whitmire expressed his confidence in Diaz's abilities and stated that he believes Houston will have "the best Chief of Police and safest big city in the nation" under his leadership. He also emphasized his commitment to transparency and ensuring that any bad practices within the department will not be tolerated.

Throughout his career, Diaz has held various positions within law enforcement agencies such as HPD, ATF, DEA, and FBI. In 2008, he was appointed as a Texas Ranger and served in Rio Grande City before returning to Houston where he worked on high-profile public corruption investigations.
Diaz's impressive credentials include a Bachelor's degree in Criminal Justice from University of Houston-Downtown (where he was also a recipient of the 100 Club Scholarship) and a Master's degree in Criminology from Lamar University. He is also a graduate of both FBI National Academy and FBI Texas Command College, as well as the Northwestern University Center for Public Safety's School of Police Staff and Command. He is currently enrolled in the University of Houston's Certified Public Manager Program.
In addition to his extensive education, Diaz has also completed over 7,000 hours of law enforcement training through the Texas Commission on Law Enforcement (TCOLE). He is a member of the International Association of Chiefs of Police and Texas Police Chief's Association.
Diaz will be replacing Acting Chief Satterwhite, who has been serving in the role since May 2024. Satterwhite will be taking on a new assignment as Director of the Mayor's Office of Public Safety and Homeland Security.
The Houston City Council is set to confirm both Diaz and Satterwhite's appointments at their meeting on Wednesday, August 14. With Diaz at the helm, Mayor Whitmire believes that the best days for the Houston Police Department are yet to come.
