Texas: Governor Abbott Amends, Renews Drought Disaster Proclamation In April 2025

~ Governor Greg Abbott of Texas has declared a state of disaster in 105 counties due to ongoing drought conditions. This declaration, issued on April 22, 2025, amends and renews a previous proclamation from July 8, 2022.

The initial disaster proclamation was issued after Governor Abbott determined that exceptional drought conditions posed an imminent threat to several counties in the state. The Texas Division of Emergency Management has confirmed that these same conditions persist in certain areas.

In accordance with Section 418.014 of the Texas Government Code, Governor Abbott has the authority to declare a disaster and take necessary actions to address it. As such, he has authorized the use of all available resources from state government and political subdivisions to cope with this disaster.

Additionally, pursuant to Section 418.017 of the Texas Government Code, any regulatory statutes or orders that may hinder necessary actions in response to this disaster will be suspended upon written approval from the Office of the Governor. This includes any state agency's emergency response efforts that may be impeded by enforcement of contracting or procurement statutes or rules.

The proclamation lists a total of 105 counties where a state of disaster is declared. These include Aransas, Atascosa, Bandera, Bastrop, Bee, Bell, Bexar, Blanco, Brewster, Burleson, Burnet, Caldwell, Calhoun, Cameron and many others.

As required by law, copies of this proclamation will be filed with applicable authorities. The Governor's signature and official seal have been affixed at his office in Austin on April 22nd.

This declaration serves as a call for all Texans to take necessary precautions and follow any instructions from local authorities as they work together to address this ongoing disaster.
