~ Governor Greg Abbott has announced that the Texas Health and Human Services Commission (HHSC) has received federal approval to automatically provide replacement benefits for Supplemental Nutrition Assistance Program (SNAP) recipients in 18 counties affected by Hurricane Beryl. This decision comes as these communities continue to face challenges such as flooding and power outages.
According to Governor Abbott, this approval means that eligible Texans in the affected counties will automatically receive their replacement benefits on their Lone Star Card. This will provide much-needed fresh and quality food for families who have lost or had their food destroyed during the hurricane. The Governor expressed his gratitude towards the Texas Health and Human Services Commission for working with federal partners to ensure that those impacted by Hurricane Beryl can continue to put food on the table.
Molly Regan, Texas HHSC Deputy Executive Commissioner of Access and Eligibility Services, also emphasized the importance of these replacement benefits for families trying to resume their normal lives amidst the aftermath of Hurricane Beryl.

The 18 counties met federal criteria for mass replacement of benefits due to the severity of storms in those areas. These counties include Austin, Brazoria, Chambers, Colorado, Galveston, Grimes, Harris, Liberty, Madison, Matagorda, Montgomery, Polk, San Jacinto, Trinity, Tyler, Walker, Waller and Wharton. The replacement benefits are intended to cover food lost or destroyed during Hurricane Beryl.
Current SNAP recipients in these 18 counties do not need to take any action in order to receive their replacement benefits. They will automatically receive a percentage of their July benefit allotment on their Lone Star Card by July 16th.
For those who wish to request additional benefits up to their full monthly allotment can do so by dialing 2-1-1 and selecting Option 8. They can also download Form H1855 (Affidavit for Nonreceipt or Destroyed SNAP Benefits) and mail it to the Texas Health and Human Services Commission or fax it. Alternatively, recipients can also apply in person at a local benefits office.
SNAP recipients in other counties impacted by Hurricane Beryl can also request replacement benefits. More information can be found on the HHSC Receiving Disaster Assistance page.
It is important to note that any Texan in need can apply for benefits, including SNAP and Medicaid, at YourTexasBenefits.com or by using the Your Texas Benefits mobile app. For those seeking local resources such as food or shelter, they can dial 2-1-1 and select Option 1. The state is committed to providing assistance to those affected by Hurricane Beryl and encourages individuals to take advantage of these resources.
