~ In a move to promote healthier eating habits and improve the well-being of Texans, Governor Greg Abbott has announced that starting April 1, 2026, the purchase of sweetened drinks and candy will be restricted for recipients of Supplemental Nutrition Assistance Program (SNAP) benefits.

The Texas Health and Human Services Commission (HHSC) received federal approval for this request, which was submitted earlier this year by Governor Abbott to the U.S. Department of Agriculture Food and Nutrition Service. This waiver will prohibit the use of SNAP benefits to purchase candy, drinks containing artificial sweeteners, or drinks with five grams or more of added sugar.

Governor Abbott expressed his belief that by limiting the use of SNAP benefits on unhealthy foods, Texas can ensure that taxpayer dollars are used to purchase foods with real nutritional value. He also thanked Secretary Brooke Rollins and the Trump Administration for their approval of this waiver.

Molly Regan, HHSC Deputy Executive Commissioner of Access and Eligibility Services, emphasized the importance of access to healthy foods and how these changes will help improve health outcomes, well-being, and quality of life for Texans.

The HHSC is currently working on educating retailers about SNAP eligible foods and enforcing these new guidelines. The program is administered by HHSC and provides food assistance to approximately 3.5 million low-income Texans. Recipients can use their benefits to purchase a variety of nutritious foods such as fruits, vegetables, meats, cereals, milk, plants, and garden seeds. They can also now use their benefits to buy food online.
