~ Governor Greg Abbott has announced that a new natural gas facility will be constructed at the existing NRG Cedar Bayou power production complex in Chambers County. This project, designated as a qualified project under the Texas Jobs, Energy, Technology, and Innovation (JETI) program, represents an estimated $936 million in capital investment in Texas.
In a statement, Governor Abbott highlighted the importance of energy and innovation in driving job growth across diverse industries in the state. He expressed his excitement for this "Texas-sized" investment and its potential to increase dispatchable electricity generation and reinforce grid reliability. The JETI program, offered in partnership with local communities and school districts, is seen as a critical tool to attract significant business investments that will benefit Texas homes and businesses for years to come.
The new natural gas power plant, with a capacity of 721 megawatts (MW), is expected to begin generating power by mid-2028 and will serve the Electric Reliability Council of Texas (ERCOT) power region. This was made possible through a Texas Energy Fund loan agreement between NRG and the Public Utility Commission of Texas (PUC), which was announced in September.

NRG Executive Vice President and NRG Business and Wholesale Operations President Robert J. Gaudette expressed his gratitude towards Governor Abbott, the Texas Legislature, the PUC, and the Goose Creek Consolidated Independent School District (Goose Creek CISD) for their support in this project. He emphasized that this development will not only create construction jobs but also provide permanent jobs once it goes online in 2028. Gaudette also acknowledged the increasing demand for power across Texas and stressed the importance of public-private partnerships to meet this demand.
Representative Terri Leo Wilson also praised this investment by NRG as it strengthens the local economy, creates new jobs for families, and supports reliable energy infrastructure. Chambers County Judge Jimmy Sylvia echoed the sentiment, stating that the addition of NRG's 721 MW power plant will not only enhance grid stability and reliability but also attract a diverse range of industries to the county. He mentioned that the Commissioners Court was pleased to join with local governmental partners in incentivizing this project.
