~ In a proclamation issued today, Governor Greg Abbott has outlined 18 agenda items for the upcoming Special Session set to begin on Monday, July 21 at 12:00 PM. The Governor expressed the need for continued progress and action following the successful passing of historic legislation during the 89th Regular Legislative Session.
"We have made great strides in benefiting Texans for generations to come, but there is still more work to be done," said Governor Abbott. He specifically mentioned the recent devastating floods in the Texas Hill Country and emphasized the importance of better preparation for future events.
Among the agenda items listed are measures to improve early warning systems and emergency communications in flood-prone areas throughout Texas. The Governor also proposed legislation to provide relief funding for response and recovery efforts from the storms that occurred in early July 2025, including local match funding for jurisdictions eligible for FEMA public assistance.
In addition, there will be a focus on evaluating and streamlining rules and regulations to expedite preparedness and recovery from natural disasters. This includes a proposal to eliminate the STAAR test and replace it with more effective tools for assessing student progress and ensuring school district accountability.

The Governor also addressed issues related to property taxes, proposing legislation to reduce the burden on Texans as well as imposing spending limits on entities authorized to impose property taxes. Other items on the agenda include protecting children from THC products, regulating hemp-derived products, further protecting unborn children and their mothers from abortion, banning taxpayer-funded lobbying, and protecting victims of human trafficking.
There are also proposals aimed at protecting law enforcement officers' personnel records from public disclosure of unsubstantiated complaints, safeguarding women's privacy in sex-segregated spaces, granting additional powers to the Attorney General in prosecuting state election crimes through a proposed constitutional amendment, revising congressional redistricting plans based on concerns raised by the U.S. Department of Justice, strengthening protections against title theft and deed fraud, providing incentives for water conservation and efficiency measures, and addressing the operation and administration of the Judicial Department of state government.
