Texas: Governor Abbott Appoints Three To Early Childhood Intervention Advisory Committee

~ Governor Greg Abbott has recently appointed three individuals to the Early Childhood Intervention Advisory Committee, which advises the Texas Health and Human Services Commission Division for Early Childhood Intervention (ECI) Services. Felicia Penn and Lori Gabbert Chaney have been appointed for terms set to expire on February 1, 2027, while Kathryn Shields has been appointed for a term set to expire on February 1, 2029.

Lori Gabbert Chaney, from Austin, brings a wealth of experience to the committee. She currently serves as the Texas Title V director and the Maternal and Child Health Section director for the Texas Department of State Health Services. With her certification as a project manager professional from the Project Management Institute, Chaney is well-equipped to contribute to the development and implementation of policies for the statewide ECI system. She holds a Bachelor of Arts in Government from The University of Texas at Austin and a Master of Public Affairs from UT Austin's LBJ School of Public Affairs.

Joining Chaney on the committee is Felicia Penn from San Antonio. Penn is an education manager at the Texas Department of Family and Protective Services. She holds a Bachelor of Social Work from Our Lady of the Lake University, a Master of Arts in Education, Adult Education & Training from the University of Phoenix, and a Master of Social Work from Texas State University.

The third appointee, Kathryn Shields hails from Arlington. Shields currently serves as the volunteer coordinator for Hagar's Heart in Arlington. She is also an active member of various organizations such as Fort Worth Alpha Delta Pi Alumnae Association and PTO member for Arlington Classics Academy. Additionally, she serves as a ninth-grade girls' leader at Fielder Church. Shields holds a Bachelor of Arts in Psychology from Texas Tech University and a Master of Arts in Educational Leadership from Concordia University in Portland, Oregon.

These three individuals bring diverse backgrounds and expertise to their roles on the Early Childhood Intervention Advisory Committee. Their terms will expire in 2027 and 2029, respectively, and they will play a crucial role in advising the ECI Services on policies for the statewide ECI system. Governor Abbott's appointments demonstrate his commitment to ensuring the well-being and development of young children in Texas.
