~ In the aftermath of Hurricane Helene, Governor Greg Abbott has directed the Texas Division of Emergency Management (TDEM) to send additional emergency response personnel to North Carolina. This decision was made in response to a request from North Carolina Emergency Management.
Governor Abbott expressed his condolences for those who lost loved ones and offered his support to all those affected by the hurricane. He stated, "Texans understand firsthand the devastating impact a hurricane can have on our communities. We will continue to support our fellow Americans in North Carolina as they begin to recover and move forward from this devastating disaster."
At the Governor's direction, TDEM has deployed an Emergency Operations Center (EOC) Support Team to provide direct assistance to state and local emergency operations centers in impacted communities. These personnel, who specialize in community disaster recovery, mass care, voluntary organization coordination, disaster finance, logistics, and other aspects of emergency management, are from TDEM's Incident Support Task Force (ISTF), Disaster Recovery Task Force, and local jurisdictions in Texas.

The ISTF was specifically created to assist jurisdictions affected by disasters by starting the recovery process early on in the response phase. The ISTF manages the Disaster Recovery Task Force which was signed into law by Governor Abbott in 2019. This task force provides specialized assistance for communities and individuals dealing with financial issues, available federal assistance programs, and recovery and resiliency planning.
This deployment of resources is being coordinated under the Emergency Management Assistance Compact (EMAC). EMAC is a state-to-state mutual aid system that allows states to provide assistance and share resources with one another during times of disaster or emergency. Members of EMAC can share resources from all disciplines, protect personnel who deploy, and be reimbursed for mission-related costs.
Governor Abbott has been taking swift action to support Hurricane Helene response and recovery efforts. In addition to sending emergency response personnel to North Carolina, he has also mobilized veterinary resources to assist with recovery efforts, deployed emergency power generators to Georgia, and sent the Texas A&M Task Force 1 to Florida ahead of the storm's impact.
The Governor's efforts demonstrate the strong sense of unity and support among states during times of crisis. With the help of these additional resources, North Carolina can begin to rebuild and recover from the devastation caused by Hurricane Helene.
