~ In a move to improve access to healthcare in rural areas, Governor Greg Abbott has announced that the Texas Health and Human Services Commission (HHSC) has submitted an application to the Centers for Medicare & Medicaid Services (CMS). This application is part of the Rural Health Transformation Program, which was established by the One Big Beautiful Bill Act signed into law by President Donald J. Trump. The program will allocate $50 billion in federal funding over five years to approved states.
Governor Abbott emphasized the importance of rural healthcare, stating that it is critical for the well-being of Texans across the state. He also highlighted the need to strengthen rural hospitals, expand access to mental and physical health care, and promote wellness and nutrition initiatives. The Governor expressed his commitment to working with federal partners to ensure that all Texans have access to quality healthcare services.
HHS Executive Commissioner Cecile Erwin Young echoed this sentiment, stating that HHSC is dedicated to modernizing rural healthcare in Texas. She also mentioned their plans to work closely with communities in order to build a stronger healthcare system for the future.

The HHSC's application, titled "Rural Texas Strong: Supporting Health and Wellness," outlines several strategies for improving access to healthcare in rural communities. These include offering grants for chronic disease prevention, investing in consumer-facing technology, deploying artificial intelligence and telehealth services, recruiting and retaining healthcare workers through various programs, improving cybersecurity defenses, and upgrading equipment in rural hospitals and clinics.
In developing their application, HHSC took into consideration over 300 written comments submitted through a public input survey. They also held regional meetings with local government and community leaders across the state. In October, a public comment session was hosted where more than 80 oral comments were received.
CMS is expected to announce approved funding amounts on December 31st. To ensure that rural Texans benefit from these initiatives, HHSC will use a competitive process to select funding recipients.
