~ In an effort to protect the State of Texas from malicious espionage operations by the People's Republic of China (PRC) and the Chinese Communist Party (CCP), Governor Greg Abbott has issued an executive order. This order directs all state agencies and public institutions of higher education to strengthen their systems and safeguard critical infrastructure, intellectual property, and personal information from hostile foreign nations.
Governor Abbott emphasized that the safety and security of Texans is the top priority. He stated, "Our No. 1 priority is to protect Texans, including from espionage threats from the Chinese Communist Party and its proxies." The Federal Bureau of Investigation has reported that the Chinese government has actively targeted local and state officials as part of their strategy to undermine national security in the United States.
The executive order aims to harden state government systems in order to protect Texans from potential threats posed by hostile foreign actors. Governor Abbott explained, "Hardening our state government is critical to protect Texans from hostile foreign actors who may attempt to undermine the safety and security of Texas and the nation." The governor believes that this executive order will help safeguard critical infrastructure and information from any potential threats posed by the Chinese Communist Party.

Under this executive order, all state agencies and public institutions of higher education will be required to take certain measures. These include requiring companies submitting bids or proposals to certify that they are not owned by a foreign adversary government, implementing stronger background check procedures for employees with access to critical infrastructure, prohibiting state employees from accepting gifts or traveling for work-related purposes to foreign adversary countries, prohibiting state agencies from contracting with companies owned or controlled by a foreign adversary government, and prohibiting higher education faculty and employees from participating in any recruitment programs by a foreign adversary nation.

The Federal Bureau of Investigation Houston also issued a warning about potential targeting and harassment by the PRC towards these individuals.
