Texas: Governor Abbott Issues Executive Order Protecting Critical Infrastructure From The Chinese Communist Party

~ In response to growing concerns about potential threats from the People's Republic of China (PRC) and the Chinese Communist Party (CCP), Governor Greg Abbott has issued an executive order to safeguard Texas' critical infrastructure. The order, issued today, directs the Texas Division of Emergency Management (TDEM) and Public Utility Commission of Texas (PUC) to take necessary measures to protect against cyberattacks and other potential threats from hostile foreign governments or their proxies.
Governor Abbott stated, "China has made it clear that they can - and will - target and attack America's critical infrastructure. We have seen evidence of this in the past year, with a hostile Chinese government actor targeting our communications, energy, transportation, water, and wastewater systems. This poses a serious threat to our national security." He emphasized the need for proactive measures to identify vulnerabilities and prevent potential attacks on local, state, and other critical infrastructure.
To address these concerns, TDEM and PUC will establish a taskforce to survey potential vulnerabilities in state and local governments as well as other critical infrastructure. The taskforce will also provide recommendations on how to address any identified weaknesses. Additionally, they will simulate responses to cyberattacks on key industry sectors in the Texas economy and develop policies and best practices for preventing attacks and mitigating their effects.

In preparation for a potential foreign attack on Texas' electric grid, a committee of state agencies will be convened to simulate a restart of the grid. This is an important step in ensuring that the state is prepared for any eventuality.
The Governor also ordered the Electricity Reliability Council of Texas (ERCOT) to create a secure communication channel for telecommunication and electrical infrastructure companies. This channel will be used during critical grid incidents to prioritize load requests.
This executive order comes on the heels of previous orders issued by Governor Abbott this week aimed at protecting Texans from harassment by the CCP and hardening state government against infiltration by hostile foreign nations. The Federal Bureau of Investigation Houston also issued a warning to Texans about potential targeting and harassment by the PRC of Chinese dissidents who speak out against the CCP in Texas.
