~ Governor Greg Abbott has recently reappointed three individuals to the Upper Colorado River Authority Board of Directors. Nancy Blackwell, P.E., Fred Hernandez, Jr., and Mason Vaughan will continue to serve on the board until February 1, 2031.
Nancy Blackwell, P.E., hailing from Ballinger, brings a wealth of experience to the board. She currently serves as the Vice President and Technical Director of Baxter & Woodman. With a Bachelor of Science in Civil Engineering from Texas A&M University, Blackwell is highly qualified for her role. She has also held prestigious positions such as President of the Texas Society of Professional Engineers and Chair of the Texas Engineering Foundation. In addition, she is a member of various professional organizations including the American Society of Civil Engineering and the American Water Works Association.

Fred Hernandez, Jr., who resides in San Angelo, has been appointed for another term on the board. He currently works as the manager for distribution systems at AEP Texas and holds a Bachelor of Science in management from Abilene Christian University. Hernandez has also been actively involved in his community, serving as Vice Chair of the San Angelo Area Foundation and an Executive Board Member for West Texas Rehabilitation Center.
Mason Vaughan, from Eldorado, will also continue his service on the board. He is currently the President and CEO of Lone Oak Bank (formerly First National Bank of Eldorado) and holds a Bachelor of Business Administration in Finance from Angelo State University. Vaughan's involvement in various organizations such as Independent Bankers Association of Texas and Children's Advocacy Center showcases his commitment to serving his community.
