Texas: Sexual Assault Survivors’ Task Force Issues Third Biennial Report To Legislature

~ In a recent announcement, Governor Greg Abbott revealed that the Sexual Assault Survivors' Task Force (SASTF) has issued its third Biennial Report to the Texas Legislature. The report includes policy recommendations for the upcoming 89th Legislative Session and provides a summary of the task force's activities since their last report.

The SASTF was established in 2019 with the goal of ensuring a survivor-centered, trauma-informed, collaborative, and coordinated response to sexual violence experienced by adults and children across Texas. Last year, Governor Abbott signed Senate Bill 1402 into law, permanently establishing the task force.

In his statement, Governor Abbott praised the dedicated professionals and volunteers who continue to work tirelessly to address sexual assault and support survivors in Texas. He also highlighted the critical role of the SASTF in raising awareness and combatting this heinous crime.

The report includes 10 policy recommendations for the upcoming legislative session. These recommendations focus on promoting survivor safety, rights, and healing; strengthening statewide efforts; and holding offenders accountable.

Some of these recommendations include extending the right to terminate a lease for survivors who were not assaulted in their dwelling or on its premises, expanding trauma-informed training requirements for emergency room medical professionals, and requiring County Commissioners Courts to submit Sexual Assault Response Team (SART) Reports to the SASTF.

Additionally, the report suggests amending the sexual assault statute with respect to consent to provide clear protection for victims in circumstances not explicitly covered by current Texas law. It also recommends expanding prohibited employment for registered sex offenders to include rideshare services and allowing evidence of extraneous offenses in adult sexual assault cases.

The SASTF has been actively working towards its mission over the past two years through various initiatives such as launching a Forensic Nursing Coaching Pilot Program with the Texas A&M Health Center of Excellence in Forensic Nursing, hosting quarterly webinars, and providing new trauma-informed trainings for law enforcement and hospital emergency room staff.
