Governor Abbott Signs Laws To Expand Texas’ Career Training Programs

~ In a move to expand career and technical education opportunities for students in Texas, Governor Greg Abbott ceremonially signed House Bill 20 and House Bill 120 into law today. The signing ceremony was attended by Senator Bob Hall, Representative Gary Gates, Representative Keith Bell, Forney Independent School District (ISD) School Board President Greg Pharris, Forney ISD Electrical Technology graduate Tyler Rivas, and other state and local leaders.

During his remarks, Governor Abbott emphasized the importance of career training for students in the state. He stated that while a four-year college degree may not be the right pathway for every student, career training can be a game-changer for both students and employers. The Governor also highlighted the significant investment of over $7 billion in career training programs made by the State of Texas in the past two years.

Governor Abbott also noted that Texas is a blueprint for America's economic success and continues to invest in its workforce through various programs such as the Rural Pathway Excellence Partnership Program, Jobs & Education for Texans Grant Program, and adult high school charter programs. He stressed the need to modernize the state's young and diverse workforce through career and technical education to maintain its status as a global economic powerhouse.

The Governor had made expanding career training an emergency item for the 89th Regular Legislative Session during his 2025 State of the State Address. This was done to ensure that Texas has a skilled workforce ready for future job opportunities.

House Bill 20, sponsored by Representative Gary Gates and Senator Charles Schwertner, establishes the Applied Sciences Pathway Program which allows 11th and 12th grade students to earn high school diplomas while simultaneously completing certificate programs through partnerships with institutions of higher education (IHE). This program will enable students to substitute graduation requirements with credits in career and technical education courses (CTE).

Similarly, House Bill 120 sponsored by Representative Keith Bell and Senator Charles Schwertner, aims to strengthen college, career, and military readiness in Texas public schools by expanding access to high-quality CTE programs. The bill also focuses on improving college and career advising by ensuring counselors use up-to-date workforce data and providing funding for military training programs.
